Implementation of Articles 15 and 17 of the DSM Directive in Finland

The Copyright Information and Anti-Piracy Centre (CIAPC, TTVK) was established in 1979 to fight phonogram piracy. Over the years, the CIAPC’s operation has expanded to cover a wide range of the creative industries. 1. Article 15 (protection of press publications)
The DSM directive[2]Directive (EU) 2019/790 of the European Parliament and of the Council of 17 April 2019 on copyright and related rights in the Digital Single Market and amending Directives 96/9/EC and 2001/29/EC. was transposed in Finland with Government proposal 43/2022rd[3]https://www.eduskunta.fi/SV/vaski/HallituksenEsitys/Sidor/RP_43+2022.aspx (in Swedish). and complementary Government proposal 313/2023rd[4]https://www.eduskunta.fi/SV/vaski/HallituksenEsitys/Sidor/RP_313+2022.aspx (in Swedish).. A complementary proposal was needed because of the Constitutional Law Committee’s statement[5]Utlåtande GrUU 58/2022rd GrUU 58/2022 rd (in Swedish).. The new legislation came into effect on 3 April 2023.
